To get cheap lands in Lagos that will give you good ROI, you should stay away from developed urban areas and neighbourhoods. For example neighbourhoods like Lekki, Victoria Island, Ikoyi, Ikeja et cetera.
These areas are pretty much maximally developed which means that land values and prices have skyrocketed. Buying lands in these locations for investment is very unwise because lands there are now very expensive and will give you very poor returns on your investment.
The only reason you should buy land in these locations is if you want to immediately build your house on the land. Buying to build and live there. If your intention is to buy the land and years later resell and take your profit. Stay away from developed urban areas and neighbourhoods in Lagos.

At that time Lekki was still an undeveloped, waterlogged area. Many people were told to come and buy land there but they declined because the lands were wet, marshy and undeveloped. Yet Paul Adefarasin had seen the infrastructures that the government then were putting in place. So he went ahead and made the acquisition.
Fast forward to today the almost 60 plots (10 acres) he bought then for just ₦25 Million Naira is valued at over ₦4 Billion Naira.
When you want to get cheap lands, find developing locations. Ask yourself. Make researches. Where are the infrastructures going? The mega government projects. Where are they going? Then go and buy land there.
The lands there will be cheap because firstly the location is still developing and secondary, not many people know about it.
For example currently, Epe is the best place to buy land in the whole of Lagos state. Why is this?
Dangote’s $25 Billion dollars refinery is close to it. The Lekki deep sea port which according to reports costs $1.6 Billion dollars is close to it. Couple weeks ago the Lagos state government commissioned a $100 Million African Film City at the same Epe. The proposed Lekki-Epe international airport which has the capacity to cater to 5 million passengers every year is close to the same Epe.
